Unfortunately, you may have to count on China putting up a barrier to foreign firms setting up shop on their land. I have no clue if their government is moving towards this. Nonetheless, though you'd think they would also want to protect their domestic firms and allow them to grow, you also have to consider: which government wouldn't try to encourage economic growth in their country and employment for their citizens?
Otherwise, I don't think there's any kind of non-tax-related policy that the American government could introduce to directly stop big corporations from producing overseas (by that, I mean, I don't think the government can go to the Nike headquarters and say, "you can't have factories in China anymore") without causing everyone, including China, to call foul.
