Can someone tell me the best website that has the best instructions on how to make a website? Also, can someone tell me the cheapest way to run a website?

That's the thing.  None of us are able to compare experiences with alot of different websites (except Jon of The Shrine of the Silver Monkey, who's now given up on Legends for at least a long while.)

I can't believe nobody mentioned the most important keys, 1.Price. Websites are not free. Otherwise everyone would have one. That is probably the main reason why people use geocites and freewebs and forumer and other sites because things cost money. 2. Finding website hosting. You need something to add files or forums or other add ons like blogs and other stuff so you need hosting. I hope that sums it up.

you can also use freewebs to host a site. however, you need to be a premium member, which costs $$$. if you are a premium member, you can then get a domain name, etc.
