I'd say the latter. But really, both shows are neck and neck when it comes to "over the top" stuff.

Which quality in a cartoon is more of a turn off: Potty humor or Over acting?

Potty humor - Peepee and poop jokes are not even funny unless you are 10 years old. Although both are annoying either way.
