I'm fairly sure there's one in Kuwait.  It's a small country, but very industrialized and rich.
Bahrain is not AS industrialized, but I'm more than willing to bet there's also one there.

For me, it's between Lebanon and Syria.  Neither of those is particularly striving or industrialized, but I think Syria is far worse, so I'll say D.
